JOB ACTIVITIES :
HSE:
– Implement and reinforce the HSE policy of the affiliate on DIYAB plant and ensures that the affiliate HSE objectives are achieved
– Ensure, in coordination with Operating Contractor (through bridging document), that Major Risks prevention & response plan is implemented, in the context of gas with high H2S content (4%)
– Keep up-to-date the HSE training database and ensure both staff and contractors are compliant with HSE training requirements
– Contribute to promoting HSE Culture among contractor personnel and ensure that safety and environmental protection regulations and instructions are observed while producing (Focus on Flaring)
– Promote safety feedback and share with contractor lessons learnt & best practices from the industry. Promote Safety stand-down culture
– First line Validation of the operational HSE reporting
– Propose, define execution plan and ensure action plan implementation for all HSE-related review and audits on site
Production / FO Contract:
– Ensure annual field operation objectives in terms of production, well testing, and budget are safely achieved
– Provide Contractor with Operations guidelines (validate shortfalls, shutdowns, routine testing, etc)
– Contribute to Production Performance Group efficiency (Provide operational input)
– Validate the production reporting (daily, weekly, monthly) prior to FO Manager’s final validation
– Manage site implementation of FO contracts
– Review contract KPI results and promote action plan as required to improve contractor efficiency and contract follow up
– Coordinate the resolution of operational problems and validate proposed correctives and optimization actions (production reliability)
– Ensure safe and timely production start-up and ramp-up of the new projects/wells as per onshore support entities recommendations
Facilities Integrity
– Ensure site implementation of the FO annual work program (production/maintenance/inspection/Shutdowns)
– Contribute to the maintenance and inspection plans and optimize the multi-annual programs
– Manage DGS and Integrity Threats database and ensure implementation of the action plan
Budget:
– Supervise and optimize the operating costs pertaining to service contract execution
– Supervise and optimize the operating costs pertaining to material and services supplied by Company (Chemicals)
– Propose and promote actions leading to operating cost (OPEX) reduction
Management System & Interfaces:
– Contribute to the elaboration of the annual field operation objectives in terms of HSE, production & budget
– Coordinate with Onshore Site Coordinator to ensure effective & efficient support from onshore teams
– Ensure that technical and operational analyses, audits and inspections are done in time and action plan defined and implemented
– Contribute to integrated planning and ensure site implementation.
Human Resources:
– Contribute to the improvement of skills and know-how of contracted personnel
Others:
– Is the Company representative on-site; validates any document following a formal delegation of authority
– Act as on-scene Company Incident Commander in liaison with Contractor’s on-scene Incident Commander as per emergency response procedure (bridging document)
CONTEXT AND ENVIRONMENT:
– Unconventional gas plant with 4% H2S
– Lease and operate philosophy
– No existing production operations – lean organization – Particular need for cost control
– Onshore rotational position (base case is 28 X 28) – Camp based
QUALIFICATIONS / EXPERIENCE REQUIRED:
Ø Education: MSc Engineering diploma or equivalent
Ø Professional experience: Minimum 8 years in the oil & gas industry, including 3 in team coordination/management position
Ø Offshore/Onshore experience: Production or Maintenance Superintendent position (3 years minimum)
Ø Contract Management: Knowledge and experience of Contract Management (follow up, notation and reporting)
Ø Technical skills: Safety of persons, environment and facilities, Production, oil and gas processes; well start-up, Well Performance; metering (including fiscal); Maintenance & inspection execution, Logistics.
Ø Behaviour Skills: Dynamism, openness, team spirit, multiculturalism
Ø Language skills: English – Bright 3 or equivalent
