Job Description

WTS Energy is seeking to hire HSE Superintendent for one of its client who is a reputed oil and gas operator for one of its Gas processing facility in Kurdistan.

Location: Kurdistan

Major Functions

Main responsibilities are to coach, mentor and support the site HSE team, provide advice on strategic and site health, safety and environmental planning and resourcing. Support the implementation of HSE initiatives on site. Actively participate and train others in emergency response duties within the operation. Liaise closely and support Production Operations, Maintenance and Engineering teams.

Essential Functions

• Assists in localisation program through on job training, coaching and supporting the development of local national employees

• Trains employees in emergency response roles and responsibilities, organizes emergency drills and exercises

• Support the operation in the successful implementation and promotion of Company policies and procedures

• Demonstrate HSE leadership through positive behaviour and attitude towards HSE

• Contribute to the definition of annual HSE KPIs and provide to the HSE Manager ongoing evidence of compliance

• Provide advice on HSE strategies, arrangements and issues relating to all aspects of operations as per recognized industry best practices

• Develop and maintain HSE procedures and Risk Management Plans

• Support the development of site risk registers demonstrating that risks are ALARP

• Assist in HAZID/HAZOP study workshops when requested by the HSE Management

• Evaluate site and project Environmental Impact Assessments

• Support the development of site waste management plans and monitor performance

• Monitor site hygiene inspections and support the development of occupational health monitoring regimes

• Advise contract holders with HSE arrangements within contracts

• Support HSE training initiatives and advise on the levels of HSE competence

• Coach/mentor HSE team in all aspects of their duties

• Undertake site inspections and audits with a focus on HSE arrangements and compliance.

• Mentor and provide support to incident investigation teams

• Support the enforcement of site rules and regulations

• Weekly and Monthly reports to the HSE Manager regarding HSE activity highlights

• Actively participate in scheduled HSE meetings

• Participate in Company HSE Management System auditing and inspection processes

• Other HSE related duties and tasks at the discretion of the line manager

Systems and Procedures

Supports in introducing new procedures that form part of the HSE Management system.

Functional Policies and Guidelines

Support in development and review of all HSE policies and procedures

Reporting and Communication

• Reports to the HSE Manager on all issues relating own responsibilities

• Exhibits and maintains excellent working relationships with all staff

• Able to communicate effectively in both verbal and written English

• Continuous Improvement of Position

• Conducts studies to identify areas for improvement on a continuous basis. Recommends improvements to management


• Professional HSE qualification at Diploma / Degree level minimum (e.g. MSc occupational Health and Safety or NEBOSH diploma)

• Qualification in Operations or Process Technology

• A proven track record in similar roles with 10 years minimum experience, at least 5 years must have been in the oil and gas industry

• Fully experienced in working with safety management systems with an understanding of local safety management regulations

• Experience working in remote multinational environments

• Understanding of oil and gas production equipment, processes and utility systems

• Experience in SAP system desirable

• Computer literate with ability to use Microsoft: Outlook, Word, Excel, PowerPoint

• Understanding of Oil and Gas industry safety critical processes and systems
