Job Description


The role provides Health Safety and Environmental (HSE) functional leadership and compliance assurance regarding all production operations activities undertaken in the Kurdistan Region of Iraq (KRI).

Central to the success of the role is implementation and maintenance of the functional management system that follows the plan – do – check – adjust the cycle

·  Addressing all aspects of the health, safety and environmental agenda;

·  Setting a clear direction for production operations organization, through challenging but deliverable goals, targets, and objectives;

·  Providing high-quality coaching to the line, and facilitating delivery against plan;

·  Ensuring effective performance monitoring is in place, reviewed and analyzed;

·  Closing the assurance loop to drive continuous improvement through prioritized actions.

·  Building a risk-aware culture such that risk-based decisions are made as a matter of normal business

·  Delivering exemplary incident reporting and investigation to ensure that lessons are identified, acted upon, and built into forwarding plans to ensure the improvement loop is maintained

·  The role owns the relationship with the regulator, ensuring that all activities are undertaken to meet regulatory requirements and that the regulator remains enrolled and engaged with forward plans.

·  Building the organizational capability and culture, such that HSSE considerations become an integral part of everything we do, means providing high-quality coaching and development, providing effective communications into the organization, and building the functional capability within the functional team.


 Setting Direction

·  Prepares in-region HSE strategy and plans in alignment with overall Company goals

·  Facilitates the setting of challenging goals, objectives and targets that deliver continuous improvement

·  Ensures overall risks are identified, understood and appropriate measures taken to address the highest priorities

·  Supports production operations line teams in preparing resourced HSE plans

·  Ensures that in-country legislative requirements are visible, understood and met

Coaching and Facilitating Delivery

·  Work with all production operations line teams to facilitate delivery of HSE plans

·  Lead and develop the functional team, incorporating local national development planning, to provide technical HSE support to assist teams in addressing HSE risks and improvements

·  Identify and deliver cultural improvements designed to deliver risk reduction and performance improvement

·  Provide coaching to the in-region leadership to develop and improve HSE leadership

·  Own, maintain and manage the in-region Emergency Response process, including appropriate plan testing and exercises

 Performance Monitoring

·  Ensure regular, accurate and relevant HSE performance reporting is established and live

·  Provide required reports to all stakeholders, including in-region leadership, corporate leadership, regulator, partners, and in-region industry

·  Ensure incident reporting and investigation is effective, thorough, and used to drive forward plans

·  Participate and where required lead incident investigations

·  Manage in-country functional budget


Assurance and Continuous Improvement

·  Establish and deliver an overall in-region assurance and audit plan

·  Provide in-region leadership with assurance on delivery against plan, and management of risks

·  Incorporate lessons from performance review, incident investigations, and audits into forward plans

·  Manage annual management review process with in-region leadership

·  Identify and deliver performance breakthrough opportunities to assist the business to deliver its overall goals


Minimum Required Qualifications and experience:

·  Relevant technical degree qualified, or recognized HSE qualification

·  Minimum of 15 years industry experience including 8 years in Oil & Gas HSE Management
