Expert Cost Control Job Description

For one of our clients, we are recruiting an Expert Cost Control responsible to聽establish project budget and monitor its adherence (incl. actuals & forecasting, reporting, providing guidance to project managers, participating in yearly budgeting process, tracking change management etc.).

Key responsibilities:

1.聽聽聽聽聽Establish PCP (Project Cost Plan) in support of Final Investment Decision, by recasting project cost estimates consistent with project WBS / CBS (Work / Cost Breakdown Structure)

2.聽聽聽聽聽Continuously monitor and report costs within each project stage and for entire project until completion; collect and compile progress and cost data; develop cost-control worksheets and reports for review by delivery teams

3.聽聽聽聽聽Review financial data related to accruals, invoice payments, purchase orders, and material deliveries and other financial data with a critical interface to SAP software

4.聽聽聽聽聽Provide guidance to project manager in terms of project strategy and set-up, associated cost and its phasing

5.聽聽聽聽聽Provide input for project cost control requirements in ITBs (Invitation to Bid) and assist with commercial evaluation of ITBs based on control budget data

6.聽聽聽聽聽Monitor contractor performance (productivity, earned value, modification requests), including review and audit of contractor's cost control procedures and practices

7.聽聽聽聽聽Participate in development of FEL (Front End Loading) estimates (especially CAPEX (capitalized expenditure) phasing) and project resource plans to support project definition

8.聽聽聽聽聽Project change management: review changes/modification requests versus budget and contract prior to approval; categorize modification requests to develop and analyze trends; identify counteractive measures in case of inadequate contractor performance

9.聽聽聽聽聽Support the development and normalization of project KPIs (Key Performance Indicators) for internal and external benchmarking, and link the risk process to change management and project cost estimate

10.聽聽聽聽聽Maintain interfaces with Corporate functions and Business Unit representatives related to Project Services agenda and support Head of Project Services in case of ad-hoc requests

路聽聽聽聽聽聽聽Professional experience >5 years

路聽聽聽聽聽聽聽Experience in project control and monitoring activities >3 years

路聽聽聽聽聽聽聽Experience in investment projects in energy, construction or related industry >1 year

路聽聽聽聽聽聽聽Ability to manage many interfaces, to see & understand the big picture, and to integrate different functions

路聽聽聽聽聽聽聽Ability to work within a team, and across organizational borders

路聽聽聽聽聽聽聽Ability to analyze & improve efficiency of workflows and processes

路聽聽聽聽聽聽聽Target-oriented, highly motivated

路聽聽聽聽聽聽聽Fluent English proficiency
