Bid Support Engineer(Rig conversions proposals) Job Description

WTS Energy is seeking to hire Bid Support Engineer(offshore engineering and rig conversion proposals) role for one of its client who is a reputed marine and offshore engineering company.

Location: Dubai

Job Purpose:

Support Bidding and Proposal Preparation for building offshore modules, Vessel and Rig Conversion, both for Topsides and Marine scope.

Responsibilities:

Policies, Processes & Procedures:

Implement approved departmental policies, processes, procedures and provide instructions to subordinates and monitor their adherence so that work is carried out in a controlled manner.

Ensure employees are aware and follow the information Security Rules and data security measures in order to protect the company information / intellectual properties.

Day- to-day operations:

Preparation of Engineering Proposals in accordance with Client, company Commercial and PMT bid support team requirements.

Provide full understanding of the scope of work and responsibility of each party during bidding phase.

Provide full understanding of contractual requirements during the bidding phase.

Prepare build methodology and space plan for new projects in coordination with PMT bid support team.

Prepare MTOs and quantities as required by commercial estimation.

Prepare Man hour estimation in coordination with engineering disciplines.

Prepare Engineering schedule in coordination with yard overall schedule for the bid.

Update bidding folder with Client and company documentation and latest documents.

Submission of engineering bid status reports for weekly and monthly progress meetings.

Coordinate with engineering disciplines and project management team for various engineering and design requirements of the new project.

Advise the project team on the various specific technical issues as a result of project requirements or agreements reached with Client during bidding phase.

Liaisons with the client, class and third party on engineering requirements during bidding phase.

Ensure the timely submission of proposals.

Ensure the timely receipt of client engineering details during bidding phase in order for the team to be able to provide proper estimation for the scope of work.

Preparation and submission of engineering design, method statements and specific procedures in line with client requirements during the bidding phase.

Provide RFQs and scope of work for Vendors and Subcontractors during the bidding phase.

Support and provide risk assessment for each bid if required in coordination with commercial and PMT bid support team.

Ensure that the Safety, Quality & Environment requirements of the Bid are strictly followed.

Perform other job-related duties as assigned by the section head.

Technical competencies:

Fully trained and knowledgeable with relevant Safety and Occupational Health & Safety standards.

Broad Engineering knowledge in Marine / offshore construction, conversions, repairs.

Demonstrated ability to handle multiple projects concurrently and meet deadlines.

Demonstrated ability to organize, prioritize and successfully execute tasks in accordance with business objectives.

Project management and planning skills.

 

Key qualifications:

•             Bachelor’s Degree in one of the Engineering Disciplines

•             Project Management.

•             Proficient with software such as Microsoft Word/Excel/Project, AutoCAD.

•             Minimum 5 years relevant experience in a shipyard, offshore / Oil & Gas industry in design office.

Requirements
