Background:
A major European construction group, specialized in large-scale infrastructure projects, partnered with WTS Energy to support their operations across Romania. Our partnership began in 2022, and we have since helped the client manage their growing footprint in Romania by supporting multiple complex infrastructure projects, including railway construction, tunnelling operations, and site-based technical work.
To sustain this growth, the client required a steady pipeline of skilled talent, particularly for field-based technical roles.
Challenge of the company:
With infrastructure activity growing across Romania, the client faced an urgent need to scale its workforce with qualified local professionals. Many of the technical roles require niche skills that are hard to find in the Romanian market. We support all the client’s active sites in Romania, including three major infrastructure projects and their corporate headquarter. This broad scope of support added operational complexity because it required seamless coordination between both field and office environments.
While the client handled most onboarding and administrative tasks internally, they required a recruitment partner with deep market insight and the ability to deliver fast staffing solutions, especially for hard-to-fill roles with limited local supply.
Our Solution:
WTS Energy became the client’s trusted recruitment partner, successfully delivering over 100 qualified professionals across Romania to date. Our recruitment focused primarily on field technical roles on project sites, as well as supporting teams in office environments.
What set our approach apart was our direct involvement at site level. By sending our team to meet directly with project managers, we gained a clear understanding of the operational context and specific hiring requirements. This enabled us to provide not only fast placements, but also highly tailored matches that aligned with the technical needs of each project site.

We were particularly successful in filling some of the most difficult-to-source roles in Romania, niche, highly specialized and in high demand, for large-scale infrastructure projects valued over USD 500 million. These roles included:
- Quantity Surveyors
- Tunnel Boring Machine (TBM) experts
- Earthworks specialists
- Planners
Our recruitment success also extended to strategic leadership hires, such as:
- Construction Managers
- Quality Managers
- Quantity Surveying Leads
These positions were critical to project execution, and without them, progress would have been significantly delayed or disrupted.
WTS Energy now supports all active project sites in Romania and is regularly consulted by hiring managers on topics such as role scoping, salary ranges, and market availability. We have become a go-to recruitment partner, providing not only talent, but also valuable market insight and continuity across projects.
Feedback
Internal feedback from the client has been overwhelmingly positive. Managers routinely praise our candidates, and WTS Energy is regularly recommended both internally to other departments and internationally for similar projects in other countries. We’ve also received external referrals to other industry players as a result of our successful collaboration.
